It’s always good to see TVET getting its day in the sun, especially in developing countries, including Africa, but reading about this conference I can’t help but be reminded a) that the vaunted (and excellent) German dual system doesn’t export well and b) that the labour market in many countries is often as much of a problem as TVET is. If there aren’t jobs, if you’re into primary exports not value-added manufacturing, if there is a huge labour reserve of unskilled workers, who are you training, and what are you training for?
