Capacity Building (again)

The Project I am working on currently has as its core concern the familiar issue of ‘capacity building.’ As someone who has worked with government (and with business and other social actors) over many years, I know that the ‘real’ issues affecting ‘implementation’ or ‘service delivery’ are not so much ‘skills’ as power, social relationships, politics, ideology, interests, lack of policy alignment, institutional and systemic weakness etc etc. In other words, not a whole lot to do with ‘technical’ capacity, much more to do with social, political, institutional ‘capability.’ So its good to see, in this post from the ‘From Poverty to Power’ blog (a must-read for anyone ‘doing’ development) these issues being addressed.
